Background

In 2001, a request for preparatory assistance was made to the World Heritage Centre for the preparation of a Nomination Dossier for inscription on the World Heritage List.

Objectives

  • prepare a management plan for the management and conservation of the site;
  • prepare a nomination dossier for inscription of the site on the World Heritage List;
  • provide training to Tanzanian professionals involved in the process.

Structure

The project was implemented by the Tanzanian Department of Antiquities with the assistance of ICCROM. Webber Ndoro worked with Remigius Chami of the Antiquities Department and Amiri Mturi, a Tanzanian consultant. Most work was completed for the nomination dossier during 2002, at which time a penultimate draft of both the nomination file and management plan were drawn up. The only remaining work to be done in 2003 was for the Tanzanian authorities to complete the necessary legislative protection by declaring the site to be a conservation area, as defined under Tanzanian heritage law. Throughout 2003, the Department of Antiquities worked on the declaration for the site, but the legal work was not completed by the end of 2003. A decision was made by the Department of Antiquities to complete the nomination dossier and submit it to the World Heritage Centre while still waiting for the final gazettement to take place. In this way, the nomination would not have to wait for an additional year for consideration. At the same time, the gazettement will need to be completed before the ICOMOS evaluation mission which is scheduled to take place sometime in 2004.

Results in 2003

  • The final draft of the nomination file was completed and submitted to the World Heritage Centre before the deadline of 1 February 2004.
  • The final version of the management plan has been completed and submitted along with the nomination file.
  • Work on the gazettement of the site as a conservation area is ongoing and is expected to be completed in 2004.
